"저는 박정희 정권을 계속 반대해왔던 사람입니다. 특히 유신헌법, 그리고 유신헌법 직전의 선거.. (중략)" "저는 또 그 분의 업적을 전혀 무시하는 사람은 아닙니다. 상당한 업적이 있었다고 생각합니다. 그 중에서, 오늘 우리 정부가 하는 일 하나는 박정희 대통령의 계획을 계승하고 있는 겁니다. 바로 오늘 이 사업입니다." 이 날, 노무현 전 대통령이 참석한 행사는 바로 '행정중심복합도시'. 즉 세종특별자치시(세종 시)의 기공식이었다. 2007년 7월 20일. 정확히 30여년 전의 일이다. 1977년 2월 10일. 당시 박정희 대통령이 서울시 연두순시에 나섰다. 구자춘 시장과 하점생 교육감의 시정방향 보고가 끝난 뒤, 박 대통령의 지시사항 전달이 이어졌다. 서울시 인구 억제와 도로 확충 등 현안을 언급한 그는,"다음은 임시행정수도에 관해서입니다." 라며 말을 꺼냈다. 행정수도를 서울이 아닌 다른 곳으로 옮기겠다는 충격적인 발표였다.
